Professor Castilla on Benthic Fisheries and Community Fisher Quotas

Professor Juan Carlos Castilla will on June 8, 2004 hold the seminar "Rights for Benthic Fisheries and Community Fisher Quotas: Management Tools for the Future".

There is crisis in the world oceans which is much more multifaceted that it has been so far portrayed. Key elements, such as the role of social sciences and that played by fishers and common property rights, have not been duly highlighted. And, industrial and artisanal fishery problems have to be treated separately.

In Latin America, the artisanal fishery crisis, affects many more people than in the industrial sector. In this presentation, Castillas shows that lessons learnt in Latin America suggest that to fix the artisanal fishery crisis, priorities ought to be focused on the implementation of Co-Management measures, the allocation of exclusive Territorial Users Rights for Fisheries and particularly of Community Quota for Fisheries.

Learning by doing (Adaptive Management) seems to be the most productive approach. Furthermore, he presents a model being developed in Chile, suggesting that Management and Conservation are part of a single continuum, rather than opposite tools. For the industrial fishery crisis, priority ought to be focused on worldwide reductions of subsides and the establishment of accountability systems.

About Juan Carlos Castilla
Juan Carlos Castilla is a Professor in Oceanography and Marine Biology. Castilla´s research has focused on coastal marine ecology, conservation and the management of coastal resources.

During the past 20 years he has investigated the structure and dynamics of rocky shore communities. Castilla´s research there has included working with artisanal fi shing communities to test no-take zones, “human exclusion" areas, and seasonal closings.

Other research has including monitoring of shellfi sheries and developing a public—private partnership at Antofagasta to involve local industry in marine conservation. Castilla is the recipient of numerous awards and is a Pew Fellow in Marine Conservation (awarded in 1996).
